The visitors opened the scoring on Friday night when Logovi'i Mulipola when over in the corner and Toby Flood converted.
But it was level after 15 minutes as Tommy Bowe collected Paddy Jackson's kick to land a try of his own.
It was converted by Jackson to make it 7-7.
Jackson and Flood added scores before Paul Marshall almost sent Tommy Bowe clear, leading to a penalty for Jackson and a three point lead for the Ravenhill side at half time.
At the start of the second period Jackson intercepted and ran the length of the field but play was called back for a Tigers pen.
Fly-half Jackson then kicked his third, fourth and fifth penalties of the night to extend Ulster's lead.
A last-gasp effort from Owen Williams gave the visitors a losing bonus point.
But speaking afterwards, coach Mark Anscombe said he wasn't disappointed.
"The most important thing for me was winning, the fact is Leicester is a quality team," he said.
"They get a point out of it, that's what you'd expect from two goods team going at it together."
Ulster will now play Montpellier on 19 October.
