Despite having had most of the play in the first half, Clare somehow only went in at the break two points ahead.
Cork came back into it early in the second period when Conor Lehane burst through and scored the game's first goal.
Anthony Nash and Pa Cronin added further goals for Cork in the second half but Clare maintained a slender advantage with some fine long range points.
Cork took the lead with seconds remaining and thought they had won it until Clare corner-back Domhnaill O'Donovan tied things up with the last touch of the game.
Both sides will replay on Saturday 28 September.
