Portrush man McDowell is four shots off the lead on -14 following a 64, while McIlroy, of Holywood, is a further two shots back on -12 after returning a 67.
"Bizarrely, I really haven't got it going on the greens yet this week," said McDowell, after hitting an eagle on the short par-four 16th as well as six birdies in China.
"I made a couple today and it was bit of a bonus with the bunker shot on 16. I haven't holed a lot of putts, though, so hopefully I'm saving it for tomorrow."
McIlroy's round included six birdies and one bogey.
Dustin Johnson of America is out in front on -18 but saw his lead reduced to three shots by a double-bogey on the 18th - which he admitted left him "a little mad".
