Devine, who made the decision after consulting with the Tyrone management, made his senior debut in 2002 under Art McRory and Eugene McKenna.
During his career, he has collected three All-Ireland Senior Football titles to add to an All-Ireland Minor success in 2001.
"As well as being a top goalkeeper, John is a great person," Tyrone boss Mickey Harte said.
"He has had a tremendous presence within the squad and his influence will be missed.
"John was a vital part of all our All-Ireland successes and I wish him the best for the future as he continues his club career."
Devine will continue his club career for Errigal Ciarán.
