Manager Michael O'Neill included only two goalkeepers in his initial squad - Roy Carroll and Michael McGovern - but Devlin has been training with the team in Belfast this week and has been formally added to the side ahead of Friday's clash with Portugal.
He will also travel to Luxembourg on Sunday.
O'Neill used goalkeeping coach Maik Taylor on the bench for last month's win over Russia, but has opted to hand Devlin his first senior call-up this time.
Meanwhile, fans flocked to Windsor Park on Thursday night to catch a glimpse of Real Madrid superstar Ronaldo in training.
The forward had a quiet game in Porto last year on what was his 100th cap for his country, however, O'Neill is expecting a busy time for his defence during Friday's World Cup qualifying clash.
Speaking ahead of the crucial tie, he told UTV: "Ronaldo is one player and Portugal is a side packed with great players, you can't just focus on the one individual.
"Where he plays you can't designate someone to take care of him because it will disrupt the team shape too much.
"We'll just be relying on our own team shape to contain him, but our players are well versed on what to expect."
Devlin is the latest addition to the side which has been hit with a number of injuries, most notably to defender Aaron Hughes who handled the threat of Ronaldo so well in Portugal last year.
O'Neill added: "It's far from ideal for preparations to lose players ahead of the game, especially losing Aaron who is one of our most experienced players.
"But it gives the other players the opportunity to step in and, like they did against Russia, prove themselves."
