The Catalan club have been expected to try to secure the services of Suárez, despite his four-month ban from football after he bit Giorgio Chiellini during Uruguay's World Cup clash with Italy.
It has been speculated that Barca played a major part in the striker's public apology, with the club now stepping up their bid to sign him.
Suárez carries a hefty price tag though, complete with a buy-out clause which puts his value at a reported £80m.
While Barcelona are believed to be prepared to pay £50-60m, they may try to throw in Chile's Alexis Sánchez to sweeten the deal.
The only problem is that he doesn't seem to want to make the jump to Anfield, preferring a move to Arsenal if he can't stay with the La Liga side.
It is understood that talks will be held in London between official from Barcelona and Liverpool chief executive Ian Ayre.
While Barcelona president Josep Maria Bartomeu would not be drawn on talks with Liverpool about Suárez, he did say the player had "taken a step towards rehabilitating" by apologising for the bite.
"He did something that wasn't right, so it's the responsibility of everyone in football - be it Liverpool or anywhere else - to remember that he has said sorry," he said.
"Admitting you have done something wrong is very important."
