The incident happened in the Springhill area at around 8pm on Wednesday.
It is understood the policeman was grazed in the incident.
Two men aged 45 and 60 have been arrested.
A statement from the PSNI said: "Police are currently dealing with an alleged shooting incident in the Springhill area of Bangor involving an off duty police officer.
"Police can confirm that no one has been injured."
North Down DUP MLA Alex Easton, who sits on the Stormont justice committee, condemned the attack.
He said: "I am deeply shocked that someone has tried to shoot someone in the Bangor area.
"This is deeply, deeply worrying. This is not what we want to see in our streets and I would appeal to anyone who has any information to come forward to the police."
Local DUP councillor Alan Graham said: "Nowhere is safe. It's about people going into an area where people think they are safe. These people just have to get lucky once."
Police are investigating the incident. The area has been sealed off.
