The child was in a buggy which was hit by an empty parked car which rolled onto the Comber Road on Saturday afternoon.
A woman who was with the buggy was also hit. She was treated in hospital for injuries which are not thought to be life threatening.
The toddler remains in a critical condition.
A 31-year-old man has been arrested in connection with the incident and later released on bail pending further police inquiries.
Anyone who has more information has been asked to come forward.
