Duncan McCausland was arrested earlier in the week along with a number of other men in Northern Ireland and England.
A PSNI spokesperson said: "A 54-year-old former police officer arrested on Tuesday as part of an investigation into the awarding of a number of PSNI vehicle contracts has been released pending a report being submitted to the Public Prosecution Service."
Mr McCausland, who retired in March 2011, has strenuously denied any allegations of wrongdoing.
Police said a further four people are still being questioned.
Three were detained on Tuesday - a 48-year-old police officer from Northern Ireland and two civilians from England aged 34 and 52 - and police have been granted extra time for questioning.
The fourth is a 71-year-old man who was arrested on Thursday by detectives from Serious Crime Branch on suspicion of bribery and procuring misconduct in public office.
Three people have been released pending report to the PPS - including former ACC McCausland, a member of police staff aged 37 and a 62-year-old civilian who was released on Friday morning.
