The drugs were found after searches at a Chinese restaurant in Greyabbey last Friday.
Phat Suong Chim, 46, and 24-year-old Tuyem Kim Nguyen both of Main Street, are accused of cultivating cannabis, possessing cannabis and possessing cannabis with intent to supply.
Mr Chim, a married father of four, was refused bail as police feared he might abscond if threatened by an organised criminal gang, thought to be behind the drugs factory.
He owns the restaurant that has seven rooms above it which he sub-lets but said he was not aware of what was going on.
Police said Ms Nguyen was found with an account book with Mr Chim's details in it, which mentioned 'expanding the factory'.
Ms Nguyen did not apply for bail, and the pair were remanded in custody.
Both are due to reappear via video link on 17 September
