They are understood to date back to Serbia during the Second World War, but the trend really took off in the early part of the 21st century, spreading to cities across the world.
The padlocks are often decorated with names of the lovers and a date special to them - some are painted with hearts. When the lock is attached, the key is thrown over the bridge to show the commitment the pair have made.
Recently couples in Belfast have made the permanent gesture symbolising their hopes for a long-lasting relationship and have put their own love lock on the Lagan Weir Bridge.
Some of the love tokens which appeared in some cities, including Dublin, Paris, Toronto and Florence, were removed after they were branded an eyesore.
But it is not certain what the fate of these padlocks will be.
A Department for Social Development statement said they were aware of the locks, but added that it had a responsibility to ensure the passageway on the bridge is clear.
A spokesperson said the situation will continue to be monitored.
Well they say the course of true love never did run smooth...
