Richard Chilvers, whose address was given as Tennent Street Police Station in Belfast, is accused of making, having and distributing the image on 11 June.
He appeared before Newtownards Magistrates Court on Thursday, where he spoke only once to confirm he understood the charges against him.
A constable said he could connect Chilvers to the offences.
The court heard that the accused had a totally clear record and that he had fully cooperated with investigating teams from the start.
His defence team also wanted to make clear that he was very conscious that there is a victim behind every image.
Chilvers, who is still receiving his PSNI salary, has been released on bail of £750 and ordered not to have any unsupervised contact with children under the age of 18 or to access the internet.
