They are keen to speak to a number of people who were in the area on the day of the attack.
The child was playing with a friend close to Barcroft Community Centre on 10 June 1994 when she was approached by an unknown man aged in his late teens or early twenties.
He separated her from her friend, took her to an area of woodland within Daisy Hill Nursery and then assaulted her.
A police spokesperson said: "Following extensive enquiries police now believe that the assailant approached and spoke to two young male children who were playing within the community centre grounds, prior to his attack on the girl."
PSNI Serious Crime Branch detectives are keen to identify and speak to the two young boys, who would now be aged in their 20s or 30s.
Police are also keen to identify and speak to a man and woman who were walking in the Daisy Hill Nursery area in the early evening of the same day.
Detectives believe this couple may have been approached by a young boy who was distressed and asked for directions to Barcroft Comunity Centre.
