The Blue band member was arrested at 5.30am on Friday in Ealing, west London, after police officers allegedly saw him driving erratically.
The 30-year-old was initially taken to a west London police station on suspicion of drink-driving.
While in custody he was arrested further on suspicion of possession of class A drugs and criminal damage.
A Metropolitan Police spokesman said Ryan would appear at Ealing Magistrates' Court on Friday 2 May charged with failing to provide a specimen and criminal damage.
He was released on police bail in relation to the other suspected offences, the spokesman added.
It was reported that prior to his arrest, the singer was seen partying at the opening of a bar in London along with his fellow band member Duncan James.
