Mark Anscombe's side took the lead in the first half when the referee awarded a penalty try following a series on infringements by the Tigers during an attacking scrum by the hosts.
Niall O'Connor added the conversion, but Leicester struck back to level the match in the 69th minute when Vereniki Goneva's try was converted by George Ford.
The visitors then took the lead when Thomas Waldren touched down for his side's second try of the afternoon, which was again converted by Ford, but Ulster hit back two minutes from time when replacement Chris Cochrane went over.
Paddy Jackson added the extras to seal a 14-14 draw.
Ulster have one more warm-up game before their RaboDirect Pro12 opener when they welcome Newcastle Falcons to Ravenhill on Friday night.
