The Ravenhill side raced into the lead with two tries from new signing Nick Williams on Friday night, both converted by Paddy Jackson.
But the visitors responded with a try for Alex Tait as the first half ended 14-5 to Ulster.
Sean Doyle came on for Mike McComish while John Afoa replaced Declan Fitzpatrick in the second period as Newcastle continued to close the gap with a penalty.
But an unconverted try from Michael Allen made it 19-8 and Jared Payne added Ulster's fourth try on 60 minutes, bringing them to 24 points.
The Falcons came back with two tries of their own but Ulster held on to secure a 24-20 victory to cap off a successful preseason leading into the start of the RaboPro 12 League.
