The 24-year-old ran a time of 10.17 seconds in Florida on Saturday, 0.1 seconds inside the Olympic qualifying time.
However, the Londonderry man was denied qualification time due to an illegal wind reading.
Smyth, who aims to become the first athlete to compete at both the Olympic and Paralympic games, will get another shot at a qualifying time in New York next week.
