One time Barbados international Rouse has been without a club since leaving League of Ireland side Longford Town at the end of the 2011 season.
The 32-year-old also previously played for Sligo Rovers, Monaghan United and Galway United before signing for the Swifts in the 2008-09 season.
He returned to Barbados in 2010, and then Swifts manager Dixie Robinson said Rouse was "the league's best goalkeeper".
Rouse made his international debut for Barbados in 2006 and has played 19 times for his country including World Cup qualifiers.
The Fermanagh side secured a place in the IFA Premiership at the end of last season.
