The striker's previous contract has expired and chief executive Charles Green told Rangers TV he believes the Fermanagh man will play again for the troubled Scottish side.
"Andrew Little is coming back to the club. We've agreed terms with him and hopefully he will re-sign tomorrow," Green said on Tuesday.
"So I think people will see Rangers coming out of the mire, as it were, and there is a lot of confidence around the club."
The 23-year-old was a regular goal scorer after Rangers went into administration in February as he shook off previous injury problems.
The Gers will begin the next season in third division, if it secures membership of the Scottish Football Association.
Little's NI teammates Kyle Lafferty and Steve Davis left Ibrox last month, when they refused to transfer their contracts to the newco.
A 12-month transfer ban has been placed on the club by the SFA, to begin in September.
