The Ballyclare runner lodged her appeal after she was left out of the six-strong Irish 4x400m relay team, with Catriona Cuddihy included despite her personal best of 54.59sec being slower than Mills' season best time of 54.41sec.
The appeal panel met on Friday night and are understood to have upheld the appeal.
However, no formal decision has yet been announced, due to the possibility of a counter-appeal from Cuddihy.
Mills is set to compete for Ireland in next week's World Junior Athletics Championships in Barcelona.
