Lee Westwood leads on 13-under.
"I played well," Westwood said on Sky Sports.
"On the front nine I shot five under [for the second day running] and I think the longest putt I holed was from four feet on the first. It was solid stuff."
Hoey is nine off the lead, having begun his round just two adrift.
An early bogey was followed by three birdies.
However, the 35-year-old round faded somewhat as he dropped three shots within the final five holes to end on four under par.
Hoey's form has been quite strong in recent weeks as he tied for second at the Tshwane Open before he took joint-30th at the Hassan Trophy.
