The 23-year-old has been with the Belfast side since last year, after being signed from the Sheffield Steelers.
Dowd notched up 37 goals for the Giants last season, helping them to their first Elite League title since 2006.
He has also represented Great Britain at U18, U20 and senior level, with his recent heroics at the World Championships in Slovenia seeing him top the scoring charts.
Dowd netted five goals in five games and nine points overall to help save Team GB from relegation and keep them in Division 1A.
His new team Troja-Ljungby currently play in the second highest league in Sweden and Dowd will be the first English player in their squad after impressing general manager Jerry Andersson.
"I had the opportunity to see him in the semi-finals when their cup was settled and he was a player who made a difference," Andersson told his club's official website.
Dowd's former club and teammates have wished him well in Sweden.
