Tony Hand's side were coming off the back of disappointing defeats in their openers against Slovenia and Austria to take on the Ukraine - who proceeded to open the scoring 13 minutes in through Olexander Pobyedonostsev.
But early in the second period, Dowd was awarded a penalty shot and fired past Ukrainian netminder Mykhailo Balaban to take the sides level.
Matt Myers added his name to the scoresheet to give Team GB the lead, quickly followed by Dowd again just minutes later.
Their opponents did fight back though, scoring twice in less than 60 seconds to tie the game at three-all.
Hand's side were forced to weather the storm in the third period, killing a couple of Ukraine's powerplays but failing to convert one of their own and sending the game into overtime.
With fellow Giant Stephen Murphy tested between the pipes as GB were outshot 38 to 23, Dowd completed his hat-trick with a shot fired home at 61.46 to seal the 4-3 victory.
Team GB are next in action against Japan on Thursday.
