A proposal to proceed with the early provisions of the GAA's agreement with the GPA has been approved by 39 votes to 5.
The motion on behalf of Central Council to formally recognise the GPA is set to be discussed at next April's Annual GAA Congress in Newcastle, Co Down.
The GAA has also approved its budget for 2010, with the Association claiming to be in a strong position despite financial challenges ahead.
Proposals to change the existing playing rules of hurling and football will also be discussed at next years Congress.
These should be implemented for the National Football League next year on a trial basis only.
Details of the changes will be announced by the GAA in the coming week.
