The popular local heavyweight is set to go toe-to-toe for a second time with the man dubbed The Bedford Bear at King's Hall on 12 November.
After his planned world title fight for the WBU title fell through last month, Rogan assured a belt would be on the line in the imminent clash.
"We don't need a belt - there's a belt there look," he told the assembled press, standing up and removing the leather belt around his waist.
"You don't need a belt to see a good fight. I have a belt here, if they want to use that they can use it, raise it above your head at the end. The thing is it's about the fight, isn't it?"
But Rogan admits he is facing a tough opponent in former World champion Skelton - and the 44-year-old will look to avenge his 2009 defeat to the Belfast fighter.
Rogan continued: "The last time I fought him I busted the lot, this time I want to pick it. He's a great fighter and he is a tough character.
"I have already fought him and beat him, this is going to be another championship fight and we know what the match is going to bring, we'll see what I have."
Assuring fans the 'brawl at the hall' will be another must-see clash, Rogan joked: "I think the second on will be a lot better, he looks in better shape.
"And he seems a lot hungrier, hopefully it's for food!"
