On Saturday Richard and Peter Chambers won a bronze in the lightweight men's doubles.
Alan Campbell added to the success on Sunday by finishing fourth in the single sculls.
Also taking part was Enniskillen rower Leonora Kennedy, who missed out on a place in the women's double sculls finals.
"To compete on the global sports stage takes dedication, skill and determination in abundance. These athletes dedicate their entire lives to get to this level," the minister said.
"I congratulate all of you for the commitment you make daily to the sport you love. You are an inspiration to all of us and your performances have certainly added to the growing popularity of rowing at home."
