Judge David McFarland told Valdomar Da Concericoa Silva, but for his guilty plea and his co-operation with police and other mitigating factors, the minimum term of his life sentence would have been 17 years.
Silva admitted murdering his 29 year-old wife Luisa but was acquitted of attempting to murder her new lover Anselmo Tavares.
The Dungannon Crown Court judge said that there was a background of tension in the couple's marriage.
He said when they split in early 2010, "Silva was unable to accept this change in his wife's affections and formed a malicious intent towards Tavares and his wife".
The Moy Park worker had had drunk six bottles of beer before leaving his Cedar Ridge home in Dungannon armed with a 12 inch kitchen knife on 12 August 2010.
Judge McFarland said whether he intended to harm his wife is uncertain, but she got "caught up in a rapidly developing situation, and when Silva was unable to catch Tavares, he quickly turned his wrath against his estranged wife".
Silva stabbed mum-of-two Luisa six times near Merron Mews. She died from internal bleeding caused by the attack.
Judge McFarland said that in the aftermath, Silva turned the knife on himself, and while evidence of some degree of remorse or self-pity, his later comment to a probation officer that his life was ruined, suggested "self-pity".
"This was a particularly vicious attack directed against his estranged wife in the middle of the day on a public street," he said.
"It is totally unacceptable that Silva acted in this manner, with his pestering of his wife in early 2010 and then to take her life, leaving his children without a mother."
Judge McFarland said that the fact that the attack was carried out in a domestic context was an aggravating factor.
"Wives, including separated and former wives, deserve and will receive the protection of the courts from violent spouses and former or estranged spouses," he said.
Members of Luisa's family left the court in tears without commenting on the sentence.
A victim impact report from the family read: "We talk a lot about Luisa, in her memories, but we are all killed inside and devastated, sad, depressed and down, she loved us so much, especially her children, it is a tragedy."
