A police spokesperson said considerable damage had been caused to the Terrace View premises during the blaze, which was reported at around 12.50am on Saturday.
Nearby properties were also smoke damaged.
A 24-year-old man was arrested in the area a short time later and has been released on bail pending further inquiries.
Police also believe a fire at a ground floor flat in Banbridge shortly after 8.40pm on Friday was started on purpose.
Neighbours were evacuated from their homes in the Scarva Walk area of the Co Down town.
The flat was substantially damaged in the blaze and several nearby properties were also smoke damaged.
The fires are not believed to be linked.
