A car and a tanker collided on the Termon Road near Pomeroy on Saturday afternoon.
A man in his 30s has also been taken to hospital for injuries which are not believed to be life-threatening.
The Termon Road between Pomeroy and Carrickmore is expected to remain closed for some time. Diversions are in place.
Sinn Féin Declan McAleer MLA visited the bereaved families. He said the crash had devastating consequences.
"The young victims were immensely popular and had a huge circle of friends.
"There are going to be very difficult days, weeks and months ahead for the families as they try to come to terms with this immense loss.
"It is important to know that the wider community are thinking about them and will be there to support them in the difficult days ahead."
Meanwhile the teenager who died after being hit by a car in Armagh has been named as Andrew Higgins.
The 18-year-old was fatally injured on the Monaghan Road area at around 4.30pm on Friday.
A PSNI spokesperson said they are keen to speak to the driver of a red flatbed lorry which was turning right into a junction off the Monaghan Road at the time of the crash, as they may have information which may assist officers with their investigation.
