A police spokesperson said a NCP sign is on display at the site on Stewart Street, but it is not being run by National Car Parks.

The men, aged 29, 30 and 51, were detained in the Markets area on Thursday morning on suspicion of committing fraud by false representation.

They were later released pending further inquiries.

Police have appealed to office workers or shoppers who have left their vehicles in the car park to return to their vehicles as soon as possible and remove them so that the site can be secured.
