The men, aged 23, were detained following the incident in the Kennedy Way area at around 5.40pm on Thursday.
They have been released on police bail pending further enquiries.
A PSNI spokesman said police didn't chase the black Nissan Primera after it failed to stop at the roundabout in the area.
Police said it attempted to make off in the wrong direction and struck a red MG car head on.
A man and a woman, who were in the red MG, were taken to a nearby hospital for treatment to injuries which police say are not believed to be serious.
