The attack happened in the Quay Street area of the seaside town.
Police want to speak with a man in his early 20s in connection with the incident.
He is described as having short hair, facial stubble and wearing a grey and purple t-shirt.
Police are appealing for anyone who may have heard or saw anything suspicious in the vicinity of the McKee Clock from around 11:30pm on Saturday through to 12:30am on Sunday to come forward.
North Down Mayor, Alliance Councillor Andrew Muir, has condemned the sex assault.
"This was a despicable attack right in the heart of Bangor, which will be guaranteed to send shock waves through the local community.
"My thoughts are with the victim at this difficult time."
He added: "I would urge anyone with information about this sexual assault to contact the police as soon as possible. The perpetrator of this crime must be removed from our streets."
