Ammunition technical officers were called to examine a van at Campion Court, in the Gobnascale area of Derry.
Police said nothing suspicious was found, and the area was reopened to the public.
The alert began after several masked men were seen in the area just after midnight.
There were also reports of shots being fired.
SDLP Foyle MLA Pat Ramsey said local people were distressed by the incident.
"All those responsible are doing is bringing misery, harm and distress to innocent people in this city who simply want to live in peace," he said.
"I appeal to anyone who has any intelligence about this incident or any other dissident activity to please pass it on to the police so that the perpetrators can be put behind bars."
