Around five vehicles - including cars and lorries - are thought to have been involved in the crash which happened on the M3 at Lagan Bridge during the afternoon.
It left both Bangor-bound carriageways towards the Sydenham bypass blocked for a time, but police say the road is now clear.
Ambulances were sent to the scene and it is understood a number of people suffered minor injuries in the crash.
A PSNI spokesman had earlier been warning of long delays as far back as Fortwilliam.
