The slogans appeared on the building at Ráth Mór in the Creggan overnight.
Local councillor Paul Fleming said the attack has not stopped it opening on Thursday.
He continued: "Sinn Féin has come under attack in the past and we will not be deterred from doing our work on behalf of the people of Derry."
The RUC was replaced by the PSNI as part of policing reforms in 2001.
"These attacks are being carried out by faceless criminals and vandals who have as little credibility within our community as the RUC had," Mr Fleming continued.
"I am calling on the people behind this latest attack to explain their acts of wanton destruction. If they have a problem or issues with policing then they should come out publicly and state them."
A statement from the PSNI said no report of the graffiti has been made to police.
