One man in his 30s and another in his 40s were detained by Gardaí during seven searches in the Dublin and Meath areas on Friday.
They are being held on suspicion of drug trafficking at Blanchardstown Garda Station.
The raids were carried out as part of Operation Majesty, an international investigation being led by Garda National Drugs Unit into drug smuggling operations into Ireland.
Gardaí have been working closely with Dutch, German and UK authorities in relation to the activities of one particular Dutch based organised crime gang with strong Irish connections.
It is believed the gang has been responsible for the exportation of cannabis from The Netherlands into Ireland and the UK via the postal system.
The probe has been ongoing since 2012 and during that time Gardaí have seized €2.5m in cash, cannabis with an estimated street value of €2.5m as well as weapons including two submachine guns and 28 grenades.
