The pair are accused of committing 25 offences associated with bilking - where a driver fills a vehicle up and makes no attempt to pay - between last March and January 2013.
Police said the incidents happened in Co Antrim and Co Down.
The 26-year-old woman and 25-year-old man are due to appear at Lisburn Magistrates Court on 25 February. The charges will be reviewed by the Public Prosecution Service.
