It was reported to police that the memorial to three Scottish soldiers had been attacked on White Brae on Wednesday shortly after 4.10pm.
The incident is being treated as a hate crime by police.
The memorial to the soldiers, who were murdered by the IRA in March 1971, was paintbombed in June and July, and damaged on other occasions.
Sinn Féin councillor Gerry McCabe said those who have now attacked a memorial at White Brae in Ligoneil three times must stop.
The north Belfast councillor added: "This is now the third attack on this memorial since June of this year.
"It isn't hard to go up and empty road and put paint on a memorial. It doesn't take any amount of courage and it doesn't serve any purpose.
"Memorials from whatever background should not be targeted in this way.
"There is no room for this type of vandalism and these attacks must stop.
"The actions of those involved in this are not representative of the people of this community."
Police are appealing for anyone with information to come forward.
