The Regional Development Minister Danny Kennedy has approved an increase in Trevor Haslett's pay, after he indicated that he wanted to step down.
The DRD Minister told UTV that a deal had been agreed which would see the interim Chief Executive receive a £20,000 pay rise, subject to Northern Ireland Water's performance over the winter months.
"NI Water needs leadership and stability," Mr Kennedy said.
"Trevor Haslett has demonstrated that he is the best person to lead the company through the winter months."
"The package proposed by the board of NI Water has been approved but will not be paid until after the winter period."
Mr Haslett took over in January after his predecessor Lawrence MacKenzie stood down in the wake of the winter burst pipes crisis.
It is understood he was not being offered as much money as the previous boss, who was paid close to £200,000 a year.
It is believed an enhanced pay offer was made to Mr Haslett at the beginning of November, which required the backing of the Departments of Regional Development and Finance.
SDLP MLA Patsy McGlone has criticised the move given the current economic climate.
"Many people especially the vulnerable in our society are supposed to be tightening their belts and preparing themselves for changes in their benefits."
"Yet willy-nilly it appears a £20,000 pay increase is being handed out to someone who threatens to resign," he said.
