A murder inquiry has been launched in the wake of the discovery at Victoria Parade in the New Lodge area, just after 10pm on Thursday.
The victim, who is in his late 20s, is understood to come from the Belfast area.
It is understood the man had been at a party in a fourth floor flat, amid claims that a dispute may have arisen over loud music being played.
SDLP Oldpark Councillor Nichola Mallon said the local community in the New Lodge is shocked and saddened after the murder.
Cllr Mallon said: "People I have spoken to are shocked and saddened by this brutal murder of a young man in their midst. I would urge anyone with any information to contact the police."
Forensic officers and police remained at the scene on Friday, while a 24-year-old man has been arrested and is being questioned on suspicion of murder.
Detectives have appealed for anyone with information on the murder to contact them at North Queen Street.
