Edward Connors was convicted of raping an American tourist in Colin Glen Forest, west Belfast, four years ago and remains on probation.
The 19-year-old went on the run last month when he did not turn up at a Belfast court for breaching the conditions of a Custody Probation Order.
He was detained by Gardaí in Dublin more than a week later, and then released on bail.
Connors was expected to appear in Dublin's court on Wednesday but when he failed to appear, Irish police issued a warrant for his arrest.
