The equipment was discovered by Gardaí in a van in the Mall Road area of Monaghan Town on Saturday as part of an ongoing investigation into dissident republican activity.
Two men, aged 50 and 25, were held and questioned under the provisions of section 30 Offences Against the State Act 1939 after the vehicle was stopped and searched.
On Monday Garda confirmed the pair, who were not local to the area nor from Northern Ireland, have been released.
Police in the Republic of Ireland believe the parts, which were taken away for forensic examination, could have been turned into a massive bomb.
A senior police officer said the intended target was "most likely" in Northern Ireland.
