The men, aged 37, 58 and two 47-year-olds have been charged with directing terrorism, membership of a proscribed organisation, false imprisonment, possession of a firearm and of gathering information likely to be of use to a terrorist organisation.
They were arrested in west Belfast and Dunmurry on Tuesday by police investigating punishment attacks.
All four are due in Lisburn Magistrates' Court on Saturday.
As is usual procedure all charges will be reviewed by the Public Prosecution Service.
