The 55-year-old was approached by two masked men in the Graham Court area of the village.
One of the men shot the victim in the hand during the attack, which happened shortly before 8pm on Tuesday.
The man was treated in hospital for his injuries which are not believed to be life threatening.
Edwin Poots, DUP MLA for the area, condemned the shooting.
He said: "I make it absolutely clear that this isn't something that's acceptable in Moira or the Lagan Valley constituency or anywhere else in Northern Ireland."
Trevor Lunn, Alliance Lagan Valley MLA, said there is no justification for violence.
"There is no place on our streets for guns.
"The people who carried out this attack are obviously very callous individuals who have no regard for the consequences of their actions," he said.
SDLP Lisburn City Councillor Pat Catney said the shooting was despicable.
"I strongly condemn this attack, whatever this was about or whatever issues face the community," he said.
"These masked men came onto our streets to terrorise.
"I would appeal to the local community to send out a clear message to those responsible that they have absolutely no support. This type of vigilante justice is not welcome in Moira and across Northern Ireland."
Cllr Catney appealed for anyone with information on the incident to contact PSNI.
