Mr Mills, who was 47, suffered serious head injuries after he was attacked in Dromore Street, Ballynahinch, in the early hours of Sunday.
He was taken to hospital in a critical condition and subsequently died from his injuries.
John Foster, who is 30 and from the Carrigvale area of Dundrum, and a distant relative of Mr Mills, appeared at Newtownards Magistrates Court on Tuesday charged with murder.
He spoke only to confirm the charge.
No application for bail was made. Foster was remanded in custody and is expected to appear in court in Downpatrick via videolink later this month.
