The 37-year-old man was assaulted by a male at around 11am in the Sullivan place area of the town.
A 44-year-old man was arrested a short time later but has since been released on police bail pending further enquiries.
Alliance Mayor of North Down, councillor Andrew Muir, condemned the assault.
He said: "This was an appalling and despicable crime. The local community are shocked by this horrific attack.
"There is no place in our society for this type of crime.
"I hope the victim will be able to make a full recovery.
"If anybody has any information about this attack then I would urge them to contact the police."
Police investigating the serious assault are appealing for anyone who witnessed the incident to contact them.
