George Gray's body was found by a friend in the Cregagh Road flat on Friday. Police said he had been the victim of a vicious assault.
The 29-year-old is expected to appear at Newtownards Magistrates' Court on Thursday.
John Desmond McVeigh was found dead in a cell at Musgrave Police station on Tuesday morning. A post-mortem examination has been carried out and inquiries into his death are ongoing.
Police Ombudsman Dr Michael Maguire said: "All deaths in police custody in Northern Ireland are subject to independent and impartial investigation by my office in order to establish the exact circumstances of the death.
"We will be interviewing officers who had contact with Mr McVeigh in the time leading up to his death, as well as gathering all other relevant information and evidence in order to build up a full picture of how the death occurred."
A 62-year-old woman detained on Monday in connection with the murder has been released on bail.
