The victim was parked in a car outside the council premises on Monaghan Row shortly after 8.15pm on Monday, when an unknown man entered the vehicle.
The assailant is believed to have produced a suspected handgun from his waistband when in the car.
It is believed the driver may have been struck in the face before the man escaped on foot.
The man involved is described as 5"6 tall, dark hair, light facial hair, aged in his 20s, spoke with an Eastern European accent and it is believed he received facial injuries as a result of the incident.
SDLP MLA for Newry and Armagh Dominic Bradley described the incident as "shocking" and urged anyone with information to contact police.
"I am sure the driver is badly shaken and traumatised by what happened. It is despicable to think anyone could be so brazen and subject anyone to such terror," he said.
"I am sure I speak for the community when I say I hope the police are able to apprehend the assailant as soon as possible, because we can't have gun-wielding criminals running loose on our streets. Those days are long gone and no one wants to see them making a return in any community."
Police enquiries are continuing and anyone who witnessed this incident or who has any information is asked to contact CID in Ardmore Police Station or anonymously through Crimestoppers.
