He was gunned down in front of shoppers on the Shankill Road on 28 May.
His family blamed the UVF for his murder, claiming he had been shot because he had challenged the leadership of the group in the Shankill area.
On Monday, the IMC said they had produced an 'ad hoc' report into the killing.
The report will be released before their next full report into paramilitary activity in Northern Ireland, which is due in late October.
SDLP justice spokesperson Alban Maginness welcomed the report, saying that "a full disclosure in relation to this murder" is needed.
"Up until now, there has been only speculation and strong suspicion but we can now expect a detailed and comprehensive report," the north Belfast MLA said.
"That's to be welcomed.
"Obviously, this report will help inform MLAs on the justice committee and the public at large on the details of Mr Moffett's death.
"This is a good and welcome development."
