The security alert occurred in the Ringfort Road area in the early hours of Thursday morning.
The man is charged with obstructing police and will appear at Derry Magistrates' Court later this month.
Speaking after the alert, local SDLP MLA Mark H Durkan said: "This was an extremely distressing experience for residents who were woken out of their sleep and forced to flee their homes in the early hours.
"The professionalism and swift actions of council staff who opened Templemore Sports Complex to facilitate the evacuees must be recognised and commended."
